Pax Silica Tech Hub Officials Assure Sustainable Growth Without Straining Philippine Resources

Officials confirm the Pax Silica Tech Hub in Tarlac, Philippines, will use sustainable water and energy solutions without affecting local resources. The US-led project is expected to bring billions in investments, create jobs, generate taxes, and expand exports while meeting environmental standards and protecting communities.

Officials have assured that the US-led Pax Silica technology hub in New Clark City, Tarlac, will not place pressure on the Philippines' water, energy, or community resources as the large-scale development moves forward. The 1,620-hectare project is projected to attract $40 billion to $70 billion in investments, create 130,000 to 190,000 direct jobs, generate P75 billion in annual taxes, and support $200 billion in exports.

Authorities outlined sustainability measures designed to address concerns over resource use. Officials said the technology hub will rely on rainwater harvesting and recycling systems to meet water requirements. The project will also have dedicated solar power facilities to support its expected 3-gigawatt energy demand, ensuring that it will not draw electricity from community power grids.

The assurances come after critics raised concerns about frequent power outages and water rationing affecting communities. Bases Conversion and Development Authority Chief Executive Officer Joshua Bingcang emphasized that the development will comply fully with environmental requirements and will not negatively affect residents or indigenous lands.

Bingcang also stated that the project aims to prioritize local employment, with 90% of the workforce expected to be hired from within the Philippines. Officials maintained that the development plan includes safeguards to protect surrounding communities while supporting economic expansion.

Construction activities for the Pax Silica technology hub are being considered for 2028. The project represents a major investment initiative aimed at strengthening technology infrastructure, creating employment opportunities, and expanding export capacity while maintaining environmental and resource protections.
